Clackamas Fire District #1 and Boring Fire District #59 are combining efforts on a cooperative staffing arrangement to maximize fire and emergency services coverage in the Damascus and Pleasant Valley areas of Clackamas County. With the January 15, 2007, opening of the newest Clackamas fire station, Pleasant Valley Station #7 at 10921 SE 172nd Avenue, staffing will alternate between the Damascus fire station and the Pleasant Valley stations, allowing for 84 hours of coverage per week. Fire crews will work 12-hour shifts, and one of the two stations will be staffed every day, including holidays and weekends. Without this new plan, the total hours of coverage would have been 50 per week.

Both agencies use a combination of career and volunteer firefighters to respond to 9-1-1 emergencies in their respective districts, and both have a long history of working together via mutual and automatic aid agreements. But this new staffing configuration is a groundbreaking concept with the goal of maximizing efficiency. Chief officers from both agencies believe the station locations are conducive to this cooperative effort and that service levels will be enhanced by working together.
